My {{autoCreateNode}} idea above is duff. The broker causes the subscription
queue to come into existence at its own volition. NodeAutoCreate policies
cause non-existent queue/exchanges to come into existence when the address is
consumed from/published to.
The {{queue.holdOnPublishEnabled}} workaround is valid. Descoping from v7.0.
