Alan Conway reopened PROTON-1512:

One final missing piece: if an outgoing delivery is aborted before any data has 
been framed, proton should NOT generate an abort frame, it should silently 
discard the delivery. If outgoing data has been framed, then aborting a 
delivery should generate an aborted frame.
