    Fix Version/s:     (was: proton-c-0.18.1)
                   proton-c-0.19.0

This isn't a regression, and its probably worth aligning it with work on making 
the build/test suite more accepting of differences between the platforms, 
setting up some CI for OSX if we are targeting the tests working there, etc. 
Moving to the next release so 0.18.1 can proceed as originally planned.
