PROTON-1848: [Python] Remove Python 2.5 and earlier compatibility
- Remove need for most compatibility hacks
- Fix some seemingly odd conversion functions
- Hidden all compatibility code in _compat module
- will probably get rid of raise_ when rewriting reactor
- can get rid of string_type by doing unicode type hack in reactor.py
- leaving iteritems & unichr
