Steps to reproduce
* Modify simple_send.py to send large messages (see attachment)
* Start 2 routers with attached config files
* Attach all senders to one router and all receivers to the other router
* The router will crash on the line - assert(in_dlv->where ==
QDR_DELIVERY_IN_SETTLED;
