PROTON-1798: Replace env.py with `cmake -E env`

proton/scripts/env.py is a very old workaround, `cmake -E env` does the same
thing and is built-in to the oldest cmake versions we use today.

This fixes a problem with installed example CMakeLists.txt files depending
on a private script in the build tree.
