    DISPATCH 1096 - store priority in links

    TED -- I was not able to reproduce the problem you saw, after 1000 
iterations. So -- take a look at this code and if this is what you had in mind, 
pull away. 
    
    I am going to do some massive testing with python tests -- comparing this 
code to pre-priority code.
