It seems that reload operation is only needed for File(KeyStore|TrustStore)
when truststore/keystore are stored externally. For the rest of
keystore/truststore types, the underlying objects can be updated immediately on
attribute changes. The same applies to File(KeyStore|TrustStore) with
truststore/keystore stored in broker configuration.
