[~robbie]: Having seen your comment on the PR for PROTON-2126 I now understand 
what you are getting at! Yes it would make sense to change the Travis build to 
build with Python 3.

Note that I'm following [~jdanek] And still testing Python 2.6 & 2.7 (with tox) 
as these are still actively used in RHEL6/7.
