Running this same test on  Dispatch release 1.10 shows no issue with link state 
costs. After the network stabilized then there were never any more ROUTER_LS 
log lines issued during or after the barrage of link creations.

Also with 1.10 all 1000 addresses were propagated to all nodes in the network. 
Note that the addresses were propagated to all nodes in the original test 
yesterday as well.
