* DISPATCH-1582 - Ignore router control message with version greater than the 
local version.  Raise warning logs the first time we hear from a new router.

* DISPATCH-1582 - Removed duplicate and unused stuff from the test

* DISPATCH-1582 - Updated test to use pre-settled deliveries.
