@hbdeshmukh Re. your question about checking the TMB, I think you only need
to check the TMB periodically (i.e. for a new back of work orders). This may
not be too bad even in the distributed case, but certainly checking for each
queue length in the TMB for each work order dispatch is too heavy-weight. I see
a nice opportunity for refactoring the code here, but we can do that in a
future PR. Would be great to make a note of this refactoring task in JIRA.
