Add LIPFilters related data structures and ExecutionGenerator support.
This PR follows #113 and adds all LIPFilter-related facilities. Also
implements `LIPFilterGenerator` as a sub-generator inside `ExecutionGenerator`
to deploy the LIPFilter facilities to the backend execution plan.
One more subsequent PR will finalize the LIPFilter feature by making the
LIPFilters fully functional in the backend.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/apache/incubator-quickstep
