Use BitVectorExactFilter as LIPFilter implementation when applicable
In the previous exact-filter PR, it was not by default use
`BitVectorExactFilter` as the LIPFilter implementation when applicable --
`BitVectorExactFilter` was only used for executing `FilterJoin` nodes.
This PR is a quick update that uses the `BitVectorExactFilter` when
applicable.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/apache/incubator-quickstep use-exact-filter
Alternatively you can review and apply these changes as the patch at:
