We are looking for a volunteer for the 'bug czar' position. The person's
responsibility is
-- to read bug reports as they come in
-- to guess who is responsible for the bug
-- to close out 'email level' reports (non-bug reports), spam reports, etc
-- and to assign the remaining ones to the most responsible looking person.
If the designated person isn't responsible, he will re-assign to the best of
his knowledge. If it comes back to the bug czar, a search may be needed.
Ideally this assignment of responsibility should happen on a continuous basis,
e.g., once a week.
