Currently Ranger HIVE authorizer does not authorizer MSCK command where  as in 
HIVE SQL Standard authorizer it is ADMIN command. Since MSCK command is 
equivalent to ALTER TABEL <table> Recover Partition, proposal is to check for 
ALTER permission in Ranger.
