Ranger plugins interpret tag attributes of type 'date' using an internal Ranger
date-format string. It is desired that plugins support a configurable way to
specify a custom date-format string and use it to interpret the tag attribute
value. This is useful when the tag-creator, such as Atlas, chooses a
date-format other than that used internally by Ranger.
