Continuing this: There seem to be INSERTS missing in the core dB sql. Like DB_PATCH_VERSION, which is present in optimized/ (not for Oracle though it seems). I could not replace core with optimized as it starts complaining about other missing tables, so assume there is a mix up somewhere.
