Hive URL Policy doesn't match if recursive flag is on for the url resource
Solution is to have the "recursive flag" off as the matcher rewrites the path
like "s3a://test/*" to "s3a:/test/*"
So we should have the default behavior for URL match to be with no recursive
flag.
