RANGER-4177 introduced request parameter {{{}createPrincipalsIfAbsent{}}}, to
allow users with admin privileges create policies that reference non-existing
users/groups/roles. In such case, Ranger would create the non-existing
users/groups/roles referenced in the policy.
This request parameter is not recognized by {{importPoliciesFromFile}} REST
API. For consistency, all policy REST APIs should recognize this request
parameter.
