log4j.xml and log4j.properties are not required simultaneously to configure
logging for ranger admin and other services. Since log4j2.properties is
currently used in code, there is no purpose to keep log4j.xml, this Jira tracks
changes to remove log4j.xml files and ensure all logging is handled via
log4j.properties.
