Summary: Usersync packaging does not include logback libraries

Due to lack of those libraries, Usersync is not generating any logs. I traced
this to the commit
[https://github.com/apache/ranger/commit/33754704c659414878cdb61d1bf7ec7ec5aaccfa]
on 2.5.0, which supposedly removes some "duplicate" dependencies, but it
appears that the logback dependencies were not duplicate after all. I haven't
checked if this is an issue on master (3.0.0), but I suspect that it's not and
this was a simple mistake during backporting.
