Description:
Update notification settings in .asf.yaml. According to
[https://github.com/apache/infrastructure-asfyaml/blob/main/README.md#review]
the notification key should be present at the root level separate from github
key.
The below error message was received from Apache Infra:
An error occurred while processing the github feature in .asf.yaml:
while parsing a mapping
in "ranger.git/.asf.yaml::github", line 17, column 1:
notifications:

unexpected key not in schema 'notifications'
