Test Coverage Gap:
Ranger currently lacks a test case where the PolicyRefresher updates the Ranger
policy in RangerBasePlugin, and the plugin functions as expected.
The existing test for RangerBasePlugin has PolicyRefresher disabled. We need a
test that covers the scenario where PolicyRefresher updates the
RangerBasePlugin instance concurrently and verifies access requests.
