## What changes were proposed in this pull request?
This PR introduces a new test case where:
1-> PolicyRefresher is enabled
2-> Configured to run every 2 seconds
3-> Delta sync is enabled, allowing the policy engine to update in place
4-> The test verifies correct access after policy updates
This test aims to ensure the PolicyRefresher functionality works as expected
in RangerBasePlugin.
## How was this patch tested?
tested localally as follows
mvn clean compile package install
