With RANGER-5158, ranger-base docker images are now pushed to GitHub and
DockerHub registries. With INFRA-26969, a repo for apache/ranger-base is now in
place and image push is successful for different jdk versions and os/arch
types.
The changes in the jira track updates for all dependent images to pull
ranger-base directly from DockerHub to leverage the improvements in RANGER-5158.
