…ngle resource’s resourceToTagIds list ## What changes were proposed in this pull request? removed the duplicate entries from resourceTotagIds ## How was this patch tested? Added a new test testDedupTags_DuplicateResourceToTagIds, this test will fail without fix and pass with fix.
