Currently there are multiple delta implementations in apache ranger -
1) Policy Delta
2) Tag Delta
Each of these deltas have their own logic
There is a need of more delta implementation such as for roles / userstore /
gds etc which brings forward a need to have a common framework shared across
all these kinds of deltas to reduce code duplication and also easy
extensibility to new kind of deltas.
