Allows ranger-plugins and other clients like ranger-usersync and ranger-tagsync
to access secure API endpoints (to download policies, etc.) in environments
where kerberos is not present. Authentication details in HTTP headers can be
used to access secure endpoints if enabled via a config on the client side (eg:
plugins).
