authz-api introduced in RANGER-5309 simplify authoring plugins and makes it
easier to switch between local and remote policy evaluations (once RANGER-5371
is completed). This API should be updated for plugins implementations to send
{{requestData}} field, which is typically used to capture the command/SQL
executed by the user for audit loggins.
