Prepare a new apache-ranger PyPI release from intg/src/main/python.
The latest published version is 0.0.12, while current intg sources include
several unreleased Python client updates. This release should:
* Bump package version to 0.0.13.
* Drop Python 2 support and make the package Python 3.13+ only.
* Update requests dependency to requests>=2.34.2.
* Refresh the PyPI README for clearer install, usage, authentication, and
troubleshooting guidance.
* Include unreleased GDS, PDP, authz model, user/group management, KMS, Ranger
Admin, and model updates accumulated since 0.0.12.
* Add/expand Python 3.13 unit coverage for the Python client package.
