[~ramackri], need to get this fix from UI side into ranger-2.9 to avoid
breaking of Ranger UI.
Fix is required for ozone-sts action feature, where user can disable/enable the
feature leaving redundant policy condition for action-matches which needs to be
handled correctly on UI without any issue.
Kindly let us know whether we can push the changes into ranger-2.9 branch ?
