## What changes were proposed in this pull request? - Refactor validateConfig SSRF checks into validateOutboundServiceConfigs and reuse for lookupResource before Admin initiates outbound resource lookups. - Enforce service-level hasAccess in ServiceREST.lookupResource. - Add optional ranger.serviceconfig.validate.require.saved.service validateConfig hardening (default false). ## How was this patch tested?
