- test_01_01 positive: `hrt_21` (in `finance`) publishes to a new topic covered by a topic allow policy (publish, create, describe). Expects no authorization failure and exit code 0. - test_01_01 negative: no policy grants `hrt_22` access to the topic. Expects `TopicAuthorizationException`.
