Similar to user-sync process, which is responsible to deal with various sources
of user/group details and populate Ranger, a process to deal with various
sources for tags is needed.
To start with, the process should support reading tag details from the
following 2 sources: 1) file, in JSON format 2) Apache Atlas. The design should
enable easier addition of newer tag sources.
