We need to include Commons Logging in the Apache Kafka plugin:

java.lang.NoClassDefFoundError: org/apache/commons/logging/LogFactory
        at 
org.apache.ranger.authorization.kafka.authorizer.RangerKafkaAuthorizer.<clinit>(RangerKafkaAuthorizer.java:39)
