Hi Ratis dev,

The Project Management Committee (PMC) for Apache Ratis has invited Xinyu
Tan to become a committer and we are pleased to announce that he has
accepted!

Being a committer enables easier contribution to the project since the
committer has write access to the repository This should enable better
productivity.

We greatly appreciate his contributions on Ratis!

In his own words:
"My journey into distributed systems started with the Raft algorithm, which
has given me a special affinity for consensus algorithms. Currently, part
of my work in the IoTDB community also involves the field of consensus
algorithms, where we explore the trade-offs between availability,
consistency and performance. Undoubtedly, Raft and Ratis are our best
choices in the realm of strong consistency.

I have always found the word "Quorum" to be very elegant, and there's often
discussion in the database community about whether "One Size Fits All."
That's why I named my GitHub account "OneSizeFitsQuorum," aiming to build a
connection between distributed systems and databases. Now, this dream seems
to be coming true. I am honored to receive recognition from the Ratis
community today. Moving forward, I will continue to contribute to the Ratis
community and strengthen the collaboration between the IoTDB and Ratis
communities to achieve a better win-win outcome."
