Create the Default User page automatically based on a Page Template

The User Page and widgets should be created off of a PageTemplate that defines
what the structure should be. The page_type would be of type USER.
Note: This is along the same lines as the Person Profile (RAVE-475) but defines
a default Page for a User with all the gadgets
