Dennis, we (MITRE) are also very keen on getting this done quickly. We've started experimenting already, and should start committing code next week. Sounds like you're very much interested, so we might find ways to combine forces.

We are at the point of integrating a new look (-and-feel) into Rave for our University portal and I waited for the bootstrap-merge to make sure we wouldn't get our hands dirty with the 'old' css and html. Your proposal looks like less work (pardon the pun), but if it will take a few weeks before this will be available, we will have to start next week.
