As an administrator, I want to be able to set the intial status to set for
widgets added by users to the Rave widget store. This should be "PREVIEW" by
default, but can be set to "PUBLISHED", and eventually to any other workflow
states supported by Rave.
This would be particularly useful in scenarios where there is strong user
trust, for example in an installation with limited users, most or all of whom
have admin rights anyway, it allows for eliminating an extra step for users
having to approve their own widgets for them to appear in the store for other
users.
This would not affect the behaviour of the disabled switch, and would only
apply to the initial "add widget" action.
(This is similar to, but not the same as RAVE-570).
