Ripple local proxy cannot proxy requests behind a firewall in which every
request must be sent through a HTTP/HTTPS proxy. It's better Ripple can support
proxies through environment settings or CLI.
Ripple used "request" module to proxy request to the internet and "request"
supports proxy settings (https://npmjs.org/package/request).
