Yes - the home page should have (imo), a paragraph or two of nice text. Below that, a list of changelists.
So basically, a nice review of what changed in plain speak followed by the list of changes with further details. As an end user, I want the first part so I can quickly see if I care and the second part if I want to look deeper.
