Raymond,

Pls double check the following step is completed w/o any errors and symbolic 
link to cordova-lib/cordova-lib folder is created. 
* must be run under administrator
* paths are correct
* after that you should see cordova-cli/node_modules/cordova-lib folder created

d.      Link your cordova-lib repo to cordova-cli node-modules:
cd cordova-cli\node_modules
mklink /d cordova-lib d:\cordova\cordova-lib\cordova-lib
