   ## What is the purpose of the change
   
   When using mqadmin resetOffsetByTime to reset RETRY topic consume offset , 
and there is nothing in consumerqueue file.then reset offset will be set to 0. 
But consumer has consumed message in this queue. When using consumerProgress to 
show a consumer's progress,it shows many messages not consumed.
   
   ## Brief changelog
   
   When reset to a consume offset not found by time,then reset to max.
