Yes, I think as a list of allowed extensions (not
domains, with extensions I mean if the user's email
address ends with one of the given extensions, then
that user is allowed to register. But also it can be a
list of domains). For example, let 
email.allowedExtensions=roller.org,@another.allowed.com
and userEmail= [EMAIL PROTECTED], then this
person is allowed to register (since userEmail ends
with roller.org: just compare by using
String.endsWith() method).
If email.allowedExtensions is empty, then there will
be no email restriction.

It will be checked if the user account activation with
e-mail property is set to true. In fact, if user wants
to use email restriction feature, he/she has to set
the user account activation with e-mail property to
true. Otherwise, email restriction feature is
meaningless.
