I believe I asked about this a while ago and suggested that the docs be
included in our releases, but not inside the webapp, but either someone
disagreed or the work just never got done.
In either case, I would agree that those docs don't belong directly in
the webapp.

You don't seem to need to be authenticated to see them. The links to the user
guide on the setup pages lead to the wiki, not this stuff.... are you sure this
is intentional?
