It mocks the `WeblogRequest` user and checks that a non-admin call uses `getUsersWithUserNameStartingWith` and prints `userName,screenName`, and that an admin call uses `getUsersStartingWith` and prints `userName,emailAddress`. The non-admin case fails if the servlet calls the old lookup for everyone. Full `app` suite on JDK 11: 419 run, 0 failures, 1 skipped.
