Certain tests are not run if you don't have PLAYERGLOBAL_HOME/AIR_HOME/FLASHPLAYER_DEBUGGER. FlexUnit is downloaded as part of the build into a place where we know where to find it.
Regarding releasing, I am just starting to wrestle with Maven's release plugin. It has certain assumptions about branch versioning I don't like. Once that gets settled, and if there are no other undesirable assumptions in the release plugin, we can try running scripts that assemble all of the Maven/Ant/NPM pieces. I thought there were some folks who wanted to do change the package and SWC for some classes.
