CPU rarely goes over 20% and never over 57%. Turning real-time protection off didn’t make a big difference.

Like maybe a malware scanner or something else that might be watching the file system? It might be worth opening up the task manager and watching if anything else on your system starts using a lot of CPU while you are compiling.
