While validating RC4, I found two stale files at the root of both source and binary archives:
a) NOTICE still says 2024. b) RELEASE_NOTES ends at 0.9.12; it has no aggregate 1.0.0 entry. These files describe the combined three-repository distribution. The component-specific release notes under royale-asjs, royale-compiler, and royale-typedefs look ok. I think we should update NOTICE and RELEASE_NOTES, cut RC5, and vote on that. Thoughts?
